Providing of economic efficiency of extension terms of exploitation of build constructions

Abstract. The article deals with the methodology of technical-economical efficiency of corrosion-resistant materials application and increase of building constructions durability increasing. Primary capital investments in the creation of protection means, outlay during manufacturing of building constructions, buildings and erection of construction objects, and also outlay and losses appearing during maintenance of buildings and structures are considered interconnectedly. It the marked that scientific research and measures on building constructions protection are often held without sufficient technical-economical grounds, recommended methods and means of corrosion-resistant protection. They are mainly directed on study of material properties and ensuring of norm-given parameters. The peculiarity of the methodic is the time-difference record of outlay, their reduction to the time factor and estimation of economic efficiency on economic efficiency on finite economic result.

Abstract. The attitude of various representatives of existent schools and approaches to the state control from an origin world to the managing idea to our days. The contents, evolution, basic concepts of state control are considered. Three basic stages of state control research as the science: the origin stage of the state control as the science; the establishment of stage state control as the science; the stage of application of the state control in the modern society. The first stage begins on the basis of Ancient Greece researches and ends at the end of 19th century. On the basis of Plato, Aristotle, N. Makiaveli, Т. Pestilence, Т. Gobs works process of conception has been analyses the science of the “state control “. The second stage illustrates the availability of social constituent in this stage. The works such classics of managemental idea as: L. Gymek, F. Teilor, M Simon, L. Erхаrd, Мyrdаll have been investigated. Application state control stage in the modern society has been represented by scientific elaboration of modern theorists and practical workers, of state control: G. Shаfritth, D. Rоthеnblyм, E. Хеrring, V Коthbаnеnко, F. Shаmхаlоv. An accent has been done on the distinctive feature of this state managements stage. Referring to the known native and foreign scientists works first of all V. Аveryanov, G. Аtamanchuk, P. Nadolishniy, N. Nizhnik, B Zvetkov the definition of state management has been shown from their point of view.

Abstract. The article deals with the essence of management, in particular, financial, purpose, objects, subjects of financial management, there were investigated features of the functioning of utilities. Was grounded that the peculiarities of functioning public utilities influence on the organization of their finances and financial management. To improve the financial public of utilities providing it is necessary to solve a number of issues. The main thing for each company, including public utilities is – a management system that can efficiently manage funds and material resources. The financial management of the public utilities complex should be directed to the provision of quality public services, and approaches to creating of the financial strategy should take into account the social significance of public utilities. On the basis of researches have bun established the direction of improvement of financial providing and public utilities and housing management.

Formation of administrative thinking of experts of motor transport in the conditions of competitive economy

Abstract. In the article is given the brief characteristic of modern problems of engineers training, in particular formation of administrative thinking as a necessary quality of the competitive specialist. The accent is put on the specificity of professional work of the engineer on the organisation and management in motor transport sphere which objectively influence on the training of experts capable to solve management problems. The author considers the technology of administrative thinking formation in the course of experts training for motor transport system. The characteristic of principal kinds of administrative thinking has been given. The formulated contradictions in system of professional training of specialists give the author the reason for making demands to the process of administrative thinking formation and stage-by-stage realisation of training technology. Stages of formation of administrative thinking are listed and the conclusion is the necessity of independent organisation work of students on the basis of real projects, for fastening of steady professional skills of engineers-managers.

Abstract. The author examines the structure of population employment regulation, function of state employment policy, directions of the state employment policy perfection, purposes and directions of perfection of the current labour legislation, purpose and measures of state realization policy in relation to employment optimization. It has been proved, that employment regulation on the level of the state represents the is a process of the influence on the labour sphere for achievements of aims, normatively stipulated with regulation subjects. Such subjects in Ukraine are the following: Ministry of Labour and Social Policy of Ukraine, The State Service of Employment, Ministries and Departments of Ukraine, regional organs of executive power, trade unions, Ukrainian union of industrialists and businessmen, including regional subsections. In the article there were pointed main disadvantages of the state policy of population employment for the period of 2009. They are: 1) of program action lasting. The assistances of employment program must be the most dynamic element of active employment policy. 2) financing program. Program is effective with a whole spectrum with requires large state expenses and it is impossible to provide.

Abstract. The theoretical methodological basis of realisation model of the process approach in municipal management system has been presented. In the article an accent has been done on the offered model, which consists of concrete factors determination of influence on quality of management, on communicative connections in the control system, their contents, directions and purpose of elements interaction of control city. The communicative model allows to understand that the final decision are taken not only consideration of positioning component of control to activity, but the wide circle concrete processes of final indexes: managing, operative et al. It let see, the factors influencing on effectiveness of organs activity of local self-government in the lasting the prospect and current activity, as well as shows the mutual interaction.
