Theoretical Bases of Formation of the Human Capital of Local Governments

Abstract: The theoretical bases of formation of human capital by a local government body are considered in the article. The definition of the human capital of local self-government bodies is cited, which refers to the accumulated knowledge and experience of a civil servant, which are decisive in solving the main goals of local government, which include: raising the level and quality of life of the population of the territory. Basic principles and factors are singled out. Principles: consistency, utility and optimization. Factors: the level of education; level of professionalism; level of motivation; level of use of innovative technologies. The interaction of the principles and factors of human capital is aimed at the effectiveness of the work of local governments, which ultimately will affect the growth of the well-being of the inhabitants of the territory.
