Concept, Formation and Development of Personnel Management

Abstract: The need to develop the concept and mechanism of personnel management as the main element of labor market regulation is relevant in the issue of preserving the country’s human resources potential. At the same time, there are threats to reduce personnel in various sectors of the economy as a result of industrial restructuring. Employment opportunities for staff in other countries are growing. It is advisable to consider such a situation as a threat of mass migration of highly qualified personnel in the domestic labor market. The creation of barriers to illegal migration to foreign countries will not allow solving the problems of personnel management; therefore, it is important to search for new approaches to its regulation. In this paper, the author considers possible various factors for regulating personnel management, which have a significant impact on the formation of the personnel management mechanism, taking into account the formed directions of effective personnel management, which make it possible to select the appropriate tools listed in the system of classification signs.
