Mass and Individual Valuation of Real Estate in Urban Areas

Annotation: Currently, in Russia, the cadastral value of land is determined using mass valuation techniques, but these methods are not very accurate and lead to major mistakes on a national scale, which entails either lost tax losses for the state, or massive revaluations of the cadastral value in Private order. These errors are most noticeable when the valuation is conducted on an undeveloped real estate market, for example, for land for objects of public-business importance or multi-apartment buildings. That is why it is necessary to apply individual assessment in specific cases, or to combine them, because the received cadastral value in some cases may differ more than 3 times from the established cadastral value.
