Social Housing Construction Financing in Russia and Abroad

Annotation: The article identifies the main problems in the provision of social housing. The methods of forming the social housing stock for expanding its number have been clarified: through the purchase of private houses and apartments by the state from private owners; construction; long-term rental housing from private owners; transfer of housing to trust. The sources of financing of the process of providing housing to needy citizens are identified. The factors hindering the development of the rental housing market have been clarified: low return on investment; rather high construction costs; small monthly rental income; long payback period of investments in rented housing, etc. The mechanism of implementation of investment programs in the field of social housing construction is presented. The experience of various countries in the design of social housing and reimbursement of expenses by the state for renting social housing has been systematized. The features of financial support by state authorities in construction of social housing abroad have been studied.
