Improvement of the System of Information and Communication Support of Project Decision-Making in the Housing and Communal Services Sector
Abstract: In the sphere of provision of housing and communal services (HCS) today there are many unresolved issues and problems. Important reasons for this state of affairs in the housing and communal services sector are the use of outdated approaches in the management system of organisations supplying housing and communal services, and the lack of modern information and communication support for project decision-making. The purpose of this article is to characterise the main aspects of improving the system of information and communication support for project decision-making in the housing and communal services sector. The article analyses the existing problems associated with the lack of such necessary support for the project decision-making process. The author emphasises the need to create a new model of information and communication in the housing and communicative services system. The model of information and communication should be built on the basis of complex and systematic approaches taking into account certain principles (continuity, efficiency, completeness, transparency and publicity of information; customer-oriented enterprises; active dialogue and feedback between consumers, customers, service providers; application of modern information technologies and others). The main advantages of improving the system of information and communication support of project decision-making in housing and communal services for the population, organisations of housing and communal services, municipal authorities are given. Improvement of the system of information and communication support for project decision-making in housing and communal services should be based on the creation of an effective system of monitoring and evaluation of the quality of housing and communal services, the creation of an active interactive dialogue between the participants of market relations. This will make it possible to build effective relationships between consumers and suppliers of housing and communal services, increase information openness and customer focus of service providers’ organisations.
