The features of estimations of economic effectiveness in the sphere of housing relation

Abstract. In present work were made the analysis of existing approaches to the definition of efficiency and established the connection between efficiency, effectiveness, productivity and other economic categories which characterize the success of the enterprise. There were overviewed the methodical approaches to estimation of efficiency and was chosen the most appropriate one for calculating of efficiency in the field of housing relations; substantiated the approaches to estimation of economical efficiency of housing stock reconstruction and its new construction; realized the comparison of alternative ways of renovation and increasing of the housing stock for the cities and the districts. There were presented the mechanism of choosing of probable variant of housing stock renovation from the point of its economical efficiency; proven the necessity of substantiation and confirmation in the cities and districts economically effective way of housing stock renovation by reconstruction of existing buildings or construction of new ones in a conditions of the most rational using of production, labour and territorial resources.

European experience ensuring effective functioning of urban passenger transport

Abstract. The paper deals with the urban transport function in the European Union economy and the main trends of its modern development. The main specific features of the urban passenger transport in EU member countries have been determined and the main details of them have been highlighted. The contemporary European experience of the urban passenger transportation has been analyzed by the example of the Czech Republic. The strengths, weaknesses, opportunities and threats to sustainable development of urban passenger transport system of the Czech Republic have been evaluated. On the basis of the carried out analysis and discovery of the substance of the principle peculiarities of passenger transport organization in the European countries, the main reformation prospects of the urban transportation systems in Ukraine have been offered. The main obstacles that may arise during implementation of the reforms to ensure effective and smooth functioning of the Ukrainian public transport enterprises have been determined. By evaluation and research of the European countries practice, the results and prospects of the urban passenger transportation reforms in Ukraine have been determined.

World experience of government administration and social and industrial regulation

Abstract. The article addresses issues of land sales and the problems associated with imperfection and inconsistency of the current legislation of Ukraine in the legal field. The necessity for redistribution of land of different ownership forms, by means of land auction (auctions), requires an appropriate legal settlement. The legal base has been established in Ukraine at present, requires reconsideration and updating because some existing legal documents on the subject are contradictory. The study has made a conclusion that the absence of an individual law of regulation of the order of land sales impedes the licensing activity on organization of bids and in turn raises doubts the legality of the land sales. The author has suggested to improve the legal base on the issues of land sales by means of adoption of an according law including the procedures of land bids or auctions and also considering the necessity of organization licensing of such kind of bids.

Methodology of local development

Abstract. The paper has considered the genesis of scientific ideas of the development theory permitting to develop scientific outlooks to its essence in the context of the region development as whole and administrative territorial units development in particular. The development is a complicated process, the management by which at the local level requires purposeful actions from the side of local government by means of effective mechanisms of government administration and principles, methods and approaches of the contemporary effective management. The paper underlines that methodology of local development is a dynamic category, because during the development process both developing system structure and the management mechanism of its functioning, i. e. new methods, techniques and modes of management by this process have been appearing. The conducted research has enabled to imperfect the theoretical and methodological bases of government administration mechanism of local development by the example of miners’ towns of the Donetsk Oblast.

«Anchor tenants» in shopping molls: architectural and economical aspects

Abstract. The present paper deals with architectural and economical aspects of «anchor tenants» in shopping molls. Improvement of quality and standards of people’s life demands quantitative and qualitative development of the shopping moll is shown. The analysis of apriority information in a research topic context has been carried out. The currency of carrying out researches in this direction is proved. The definitions of shopping moll in architectural and economical context are formulated. It is exposed that a trading centre, as the space with a lot of tenants, as well as «anchor tenants», and combining a lot of functions, is a new type of building in Ukraine. The definition of «anchor tenant» is formulated. Features and specificity of anchor tenants in shopping molls are exposed. Monitoring which has defined percentage indicators of demand for the basic groups of goods and services of shopping molls is carried out. It is shown that the anchor tenant involves visitors and works for image of shopping moll, in addition corrects defects of building functional and designing conception. Tendencies which influence on development of anchor tenants segment in shopping molls are exposed.

The main directions of regional economic development

Abstract. The agro-industrial complex of Ukraine as priority branch of economy and national economic basis, its problems and prospects of development under the conditions of transitional economy of our state have been considered in this article. The interrelated key trends of strategy and tactics of agro-industrial complex reforms, preconditions of implementation of effective conversions of the branch and the developed countries experience of the agro-industrial complex sector have been also designated in the paper. The problems concerned the favourable climate for the investment activity in Ukraine, the ways of management imperfection of agricultural holdings and the part, influence and participation of governmental authorities in activities of such kind of holdings have been revealed as a whole. The paper enables to estimate the state of AIC in our country completely today.
