Actual problems of a role enhancing of the civil society in quality of standard legal acts guarantee

Abstract. In the article the role of the civil society in Ukraine in adapting of standard legal acts and the of over their legality is considered. Legislative instructions concerning participation of the organizations of the civil society in realization of regular activity power activity are analyzed. Mechanisms of realization of such instructions are critically analyzed and perfection ways of the specified mechanisms are offered. Possibilities of participation of the civil society organizations in the judicial control for accepting are considered. Comparison with practice of the Council of Europe and the USA is carried out.

Forming of terms for the effective functioning of investments in the social sphere of the state

Abstract. The process of condition forming for the effective functioning of investments in to the social sphere of the state has been analyzed. The modern system of state investment process control and ways of its realization functions on principles of rationalization. In this connection the problem of methodology elaboration and method of the scientifically grounded purposes formulating apprasable criteria of efficiency of mechanisms of investment process on the levels enterprise – region – country. It is emphasized that the investment process unites the following subjects the juridical person – investors (enterprises, organizations, investment banks, investment companies, funds); physical persons; and also organs of state administration, which regulate subjects functioning of investment activity. The strategic program of government perfection control of investment process and creation of favorable investment climate in Ukraine which will serve as the reliable base for rationalization of the state investment system has been described.

Abstract. The theoretical and practical aspects of management with communal resources in the town economy are considered in the article. The concept of «community resources has been determined, as the complex system», their composition and features of estimation. The present state and problems of management with the community resources of town taking into account the structure of entering in to local budget is analyzed. Recommendations in relation to the efficiency enhancing using of community resources of town economy on the basis of the complex informational providing have been offered, which allows to connect between each other different aspects of administrative decisions, and adoption as well as enables using of both typical and differentiated approach to the management with community resources on the basis of acceptance and realization of the proper decisions as for results of the analysis and estimation.

Problems of management labour potential of the region

Abstract. Research of problems of the management of the region labor potential is carried out in the article. Transformation of economics in the socially oriented market economy in great extent depends on perfection of mechanisms of strategy realization and tactics regional policy in the branch of management labor potential. The centralized management labor potential includes the definite organizational, material and technical and financial limitations, and that is why an active policy of the state in the mentioned sphere can be more effective, if economic, socially psychological, demographic, historical, cultural and other features and proper priorities of development of every concrete region will be taken into account in great degree. Problems of national economies reformation propagated transitional period, transformation processes and financial neediness aggravated on the whole economic and social situation in Ukraine. For this reason study and scientifically grounded levers and priorities of the regional policy is one of important main of problem of problem solution of the way out of crisis, including of efficiency enhancing of the availability labor potential using. These problems are studied in the resulted article.

The of methods application of state control of innovational activity in the region

Abstract. The necessity of state control of innovational processes is considered in the article; methods of state control of innovation activity and the complex measures on stimulation of innovational development has been determined. Namely priorities forming of scientific and technical and innovational activity, providing of state resources concentration on their realization; development of innovational infrastructure which provides supporting of innovational activity on all its stages – from implementation of scientific and technical elaboration for realization of highly technological products and services; optimization of the state scientific and technical complex, perfection of legal relationship between the subjects of scientific and technical activity; perfection of the system of financial help of innovational activity on using of funds, banks and other institutes, which carry out the venture investing, work with valuable documents and insurance; mechanisms of forming of consumption markets of scientific and technical production using the system of state purchases, investment programs and financial plans of subjects of natural monopolies and joint-stock companies.

Theoretical aspects of strategic planning of activity state administration organs

Abstract. The particularities of modern stage of methodology development and practice of the strategic planning of activity of state administration organs are considered. The Nature of concepts origin rising and strategic management and planning has been considered. The strategic planning connection and state management in the activity of state administration organs has been shown. The strategic approaches to the management on the macro-, mezo- and microlevels which fragmentary are used in practice of management by the economy of Ukraine. The conclusion has been done, that the absent integral complete mechanism of the strategic planning, the available planning processes have episodic character, which have no premises for implementation of marked plans entirely of management efficiency.
