Rating improvement in central heat supply system

Abstract. The paper has analyzed the rating problems in the sphere of heat supply system complicating the current legislation implementation on rating security of economically justified costs for production, transportation and heat supply. The negative consequences of rating generation imperfection to heat energy both for heat consumers and for heat supply plants, local authorities and state have been considered. The paper has made some proposals on rating improvement with a view to rates improvement on heat energy up to the level in accordance of economically reasonable costs to its production, transportation and supply. The principal rating components in the sphere of central heat supply containing both the arrangements of economic and organizational and engineering and processing matters have been outlined.

Computer-assisted solution of logistical problems of building enterprise

Abstract. Nowadays, the Wilson pattern application for determination of the optimum stock level is embarrassed for small-scale businesses and inefficient in the number of practical business processes because of significant restrictions at usage. The paper gives some examples of relation development of enterprise stock amounts with an allowance for their processing. The latter has permitted to use a computer to calculate necessary parameters of a critical amount of the production stock. The programme worked out by the authors can be used both for a single order or regular orders of consumers and it also considers the background loads, i.e. the availability of current orders to manufacture of products. Besides, a perpetual calendar of working hours, labour-output ratio for various types of products manufactured with the same equipment, downtime and other types of stoppages are also considered. The processed information can be used to estimate the efficacy of stock operative and marketing strategies, business forecasting of an enterprise in future, efficacy evaluation of increase or decrease in production by tracking of equipment loading level.

Activity monitoring of tenants’ joint ownership of blocks of flats in Donetsk Region

Abstract. The restructuring of housing and communal facilities has shown recently sufficiently enough that establishment of efficient control mechanisms of housing and communal facilities and its infrastructural backing is achieved by clear determination of tenant’s functions and his delegating on the competitive basis not only a housing maintenance contract to specialized organizations but also to management functions. Such kind of approach to the control system of housing and communal facilities is considered to be as a three level system: a housing tenant; the housing and communal utilities customers, the contracting organizations providing housing and communal facilities. The paper deals with matter of building up and functioning of tenants’ joint ownership of block of flats in Donetsk Region: the problems and the mechanisms for their solution.

Abstract. The paper deals with the prospect of application of alternative sources of power resources in Ukraine. The analysis of heat supply organization in the states European Union has been made and the experience of application of renewable power resources has been given. The principal circumstances of the energetic strategy of Ukraine have been considered and its influence on the national development has been revealed. The sources of alternative energy production, the advantages of their application and the opportunity of energy production in various regions of Ukraine have been shown. The factors effecting on the development of the alternative sources of energy have been submitted. The most effective and relatively cheap source of the renewable power resources (biomass) possessed by Ukraine has been revealed. The authors’ hypotheses will permit to decrease the costs in future and increase heat supply efficacy in Ukraine.

Housing and communal facilities of Ukrainian towns and cities: priority development trends

Abstract. The paper deals with the economic and legal security of rating at the enterprises of the housing and communal facilities. The author has given an estimate of the present-day status of the subject functioning and rating peculiarities of heat supply, the one of the subindustries of housing and communal facilities. The paper has also analyzed the economic management of heat supply plants, and thanks to it, the priority trends of the given sphere development in the Ukrainian towns and cities have been justified. The increase of investment attractiveness of heat supply plants, infrastructure updating, demonopolization and competition development in communal economic sector have been marked out such kinds of trends. Thereby, the paper has determined the necessity and expediency of concession usage as the tool of national and private partnership in order to solve the problem of investment sources application for refurbishment, updating of heat supply objects.

Improvement of organizational mechanisms for amount of housing updating

Abstract. The article deals with the organizational factors of updating process in the field of upkeep of housing. The author has conducted investigations of the principal updating trends and improvement of organizational mechanisms in the given area. One of the priority directions in the upkeep of housing updating is the tenants’ condominiums formation. To intensify the process, it is expedient to use the partnership mechanisms widely, management decentralization and tenants’ participation in amount of housing control. The implementation result of such kind of arrangements should be increase of the amount of housing control by means of active tenants’ participation and redistribution of management functions because of their decentralization.

Problems of housing the Donetsk region

Abstract. The article based on a study of factors affecting the provision of housing for the population of Donetsk region, carried out the forecast demand in the introduction of new housing in towns and districts in which the security below the normative. Carried out a comparison of standards of housing people in Ukraine, and in some towns and districts of the Donetsk region, European countries, on what basis, proposals to revise the methodology for determining such standards. This analysis allowed to create a map of deviations from the standard supply total living area of cities and districts of Donetsk region. In order to establish the capacity of housing in cities and districts of Donetsk region carried out their group on the basis of identity problems in the housing. Based on a critical analysis of the draft of the Housing Code of the advantages and disadvantages in the housing policy of the state, which will significantly affect the development of housing construction and housing and population. Approaches to linking master plans for cities and regions with predicted performance housing in towns and districts of Donetsk region, identifies measures to improve the mechanisms of state regulation of housing construction, renovation of existing residential building in the cities and districts of the region, increasing housing provision at the regional level.

Protection against natural disasters in municipal services

Abstract. The article investigates the natural disasters being the national tragedy, and especially for those regions of the country where they occur. Their impact on the municipal economy from a point of optimum protection against natural disasters, the generation of administrative and economical solutions in the sphere, including those ones on the basis of internal and external protection against the risks of natural phenomena have been considered. The correct population behaviour during natural disasters leaning heavily on the civil defense foundation knowledge, peculiarities of municipal economy management has been pointed out to be the basis for decrease of losses in manpower and materiel. The role of the preliminary and preventive activities in municipal services to speed up the regular life restoration in regions affected by the disaster has been noted. The paper has mentioned the population activities during natural disasters and elimination of their results have to be conducted in strict accordance with the instructions of civil defense authorities.
