Trends of investment process updating in social sphere

Abstract. The paper defines the fundamental trends of investment process updating in the social sphere by means of problem solution of the fixed assets retooling. The paper analyzes the fixed assets state in social sphere demonstrating that current trends of the fixed assets wastage can lead to the social sphere crisis in the nearest future. The ways of the problem solution by means of the social sphere investment process intensification have been proposed. To increase the investment appeal of the social infrastructure, it is necessary to make and expand the investment potential of its own, to develop market mechanism by means of profit tax (at return is not less than 10 %) of the enterprises and organizations on the balance of which the social sphere objects make up not more than 2 % of value of the fixed production assets.

Assurance courses of updating of national quality of life

Abstract.The article considers the basic methods of the national quality of life estimation. The principle components of the national quality of life: quality of community and quality of working and business life, quality of social infrastructure, safety of people, people’s satisfaction and community groups by the quality of life have been defined. The component social standards of quality and standards of living: the society standards quality (the development of a person, a nation development on the whole and the development of some social groups), working life standard quality, the standards of family life quality, the standards of social sphere quality, the standards of living and the standards of living environment have been considered. The fundamental courses to update the quality of national life have been proposed. The argued conclusion has been made that the government management mechanisms updating of social sphere is capable by fixing all the indices mentioned in the article at the legislative standard of the estimation.

Ecological orientation of organizational structure change of industrial domestic enterprise

Abstract. The fundamental problems of optimal integration of nature preservation functions into the appropriate regular structures of machine building and civil engineering factories of Ukraine have been offered in the paper. The mechanism of the ecologically oriented organizational structure change of an industrial enterprise with contemporary tools of ecological policy has been proposed. The optimal accounting of all the functions of environmental management can be obtained by means of setting up of the appropriate regular structures and experts enabling to solve the environmental management (EM): natural environment (NE) control assurance (production ecological and engineering control, assurance of accounting charges for NE pollution, permission obtaining (and the limit) for waste disposal in NE (discharge, dumping, waste permission), working out (checking) the scheme of nature preservation and strategic development (ecological innovations and environmental designs in the framework of the Kyoto Protocol), the ecological programmes, an ecological certificate, environmental reports (statistics) on the waste discharge volume into the atmosphere (dumping into water entities, formed and located waste), etc.

Strategic control system arrangement in governmental authorities

Abstract.The article deals with strategic control system arrangement in governmental authorities. The basic stages of activities being available in the strategic control system in governmental authorities have been defined. The essential properties of the strategic control system have been proposed. The figures estimating the strategic plan realization, namely, the effectiveness measure, human resource utilization indices, the indices providing environmental state features and the parameters performing the internal organizational processes have been defined. The selection of the indices and parameters for the strategic control is the strategic problem, since the level of the strategic plan effect depends on it. The holding of the strategic control is of great importance for governmental authorities to determine the activity goals and elimination of defects in their functioning.

Characteristic properties of state regulation of innovative activities

Abstract. The article defines features of the state regulation of innovative activities and involvement of scientific and engineering systems in the process. The principle of state innovative policy implementation as the priority in innovative projects backing but not the innovative infrastructure by governmental authorities has been valid. The incidental result of realization of the innovative projects has been proposed to consider in the form of increased tax revenue to the state budget as the financial base of risk neutralization of the projects. The advantages and disadvantages of the innovative project management forms and their financing have been compared. The attention has been given to the merits of the joint realization of the innovative projects by state and nonstate structures. There has been some damage for the national economy of the simplified taxation form in the part of multiplying effect neutralization from the innovative projects realization. The problems of public regulation of innovative activities and the trends for their improvement have been considered.

To update the management by means of the public service provision at consumer services, the article offers the following organizational activities: to reconsider the management officers’ duties at the local level, including rating and pricing tight control their for public services offered to population into their duties, to hold a maximum of organizational and engineering measures on sustainable raw materials supply and power conservation at consumer services, to reconsider the out of date standards and service procedures, to develop service management, to be of great aid in training and professional progress of the public service personnel, to develop the marketing system, as well as relationships and mutual obligations of organizations rendering consumer services to population, customers on improvement of service quality and payment for the services.

Raising of competitive capacity of civil engineering enterprises of Donetsk oblast

Abstract. There is building complex function justification of Ukraine being one of the most important industries of national economy providing principle funds of industrial and non industrial nomination of residential, social and community objects in the paper. The concept of “competitive capacity of an enterprise” has been defined, the internal and external factors effecting on the concept have been also established. The fundamental types of building enterprises and factors and terms effecting on competitive advantages have been considered in the paper. The risks requiring for taking into account in building enterprises activities to minimize their losses have been given. The paper specifies the building complex of the Donetsk Oblast being one of the most powerful ones in Ukraine. The analysis of the civil engineering industry competitive capacity has been exemplified by the Donetsk Oblast. The wave of unsolved problems common to the civil engineering industry enterprises has been denoted. In particular, it has been defined that an integral part of the top priority problem facing the civil engineering industry at this stage is the problem of building up favourable investment climate, effective financial and credit mechanisms for encouraging industrial and residential construction in order to raise the industry competitive capacity. The basic prospects of building activities intensification have been outlined.

Indicator analysis of personnel advance within organizational structure

Abstract. The article considers the approaches to the personnel advance estimation in an organization and indicators proposed by national movers. The contemporary approaches have been reflected as to the personnel advance estimation indicators in an organization having been analyzed in accordance with the personnel advance types and separated into three groups: estimation indicators of the external advance processes, internal advance processes and general ones. The fresh factors completing and extending the previous ones have been proposed. The estimation significance of the internal personnel advance of an organization has been substantiated and the indicators of its estimation have been proposed. The financial and social losses taken by an organization at ineffective personnel advance management have been demonstrated. The conclusions as to the further research trends of the problem and elaborations for implementation at management practice.

Main points, methods and instruments of knowledge management

Abstract. The paper has analyzed the contemporary comprehension of knowledge management activities. Distinction between the concepts of «knowledge» and «information» has been presented. The definition of the concept of «knowledge management» has been considered and the authors’ definition of the term has been given. From above given definition, the trends at the knowledge management have been distinguished. The existing methods of the knowledge management have also been considered. The emphasis is on two types of knowledge – explicit and implicit ones. The specific knowledge management instruments have been proposed. The organization training has been considered as the knowledge management method. The features of a training organization have been given, as well as the definition of «a training organization». The particular attention has been also paid to the concepts of «social network» and «social capital». The concept of thematic communities has been exposed as one of the most important evolution modes of social networks and as the method of knowledge management.

Abstract. The paper deals with problem of the press service originating at universities, including its functions. The author has distinguished the principle press service activities of a university via realization of which the University promotion has been planned like a brand, the press service activity purposes, principle functional trends, employed methods and basic processes have been exposed. The target audiences which the officers of Universities press service have to communicate with permanently have been distinguished, providing the positive information income to the interested people by means of mass media. The effective system of interaction of the University press service with mass media enabling to widespread of mistaken, untimely and incorrect data of a University is noteworthy. The problems of testing, advertisement and advertisement messages efficacy of a University and its feedback have been considered in the paper.
