Resources mechanism forming of regional development

Abstract. The rates of economic development of any country are directly related to the application efficiency of the resources invested in it. At stationary and developed market economy actively using the innovative solutions and information technology such kind of problems are solved on the basis of market as a self-regulating system. The essential constituent of economic structures having appeared at the market transformation is in the formation stage. In such conditions, the support just only to the market does not provide indispensible opportunities to implement of the development programmes in the part of mobilization resources. The market mechanism needs to be combined with the macroeconomic mechanism of mobilization process adjusting, the distribution and application of resources at the realization of the vitally important development programmes, both from the national point of view and in the context of an exact region.

Industrial city economy diversification as mode of investment activity increase

Abstract.The economy diversification necessity of industrial cities has been proved in the paper. The economy diversification trends of Makeyevka (Donetsk Oblast) based on the SWOT-analysis have been determined. The types of activities need to be maintained (mining, coke production, metallurgy), to be developed (civil engineering, logistics, agriculture, manufacture of machinery and equipment for mining, food products, wood products), to be manufactured (textile manufacture, municipal solid waste processing, commercial methane production, complex processing of waste banks, LED lamps manufacturing) have been determined. The measures to increase investment activities of the following trends: promotion to the structural cluster implementation, elaboration of investment projects (business plans) and their informative support, assistance in investors’ involvement (granting of privileges, preferences), etc have been proposed. Diversification and investment activity increase in the municipal economy have to promote to its development and improvement of the population life quality.

Ecological and economic effect on environment at application of natural and artificial building materials in civil engineering

Abstract. The article deals with the comparative analysis of combination expediency of natural and artificial building materials production in civil engineering. The authors have consdred the problem of the ecologically- safe materials application in terms of the example of usage of doors and window frames made of plastics and wood. The article provides the characteristics of the physical and chemical properties of the materials, their advantages and disadvantages, their effect on the human health and the environment. The problem of renewable and non-renewable natural resources application has been studied and examples of renewable resources transformation into the category of non-renewable ones have been presented. The specific approaches towards the building materials application both in terms of their efficiency and also with their conformity to the ecological requirements have been determined.

Problems and suggestions in generation of effective mechanism of motivation for energy conservation in heating supply

Abstract.The condition of reserve energy efficiency increase, mitigation of losses and save energy resources is promotion of energy conservation. As practice shows, the indicators of energy intensity of the gross domestic product (GDP), specific consumption of resources per unit of output is much less in the countries where the effective mechanisms of energy conservation motivation have been made. The paper has analyzed the energy conservation state in the sphere of heating supply of the Ukrainian cities, the motivation problems of energy conservation determined both organizational and economic components of mechanism for energy conservation in this sphere, the international experience of energy conservation has been considered and offers and suggestions in generation of effective organizational and economic mechanism of motivation for energy conservation in heating supply have been given.

Fundamental approaches to determination of regional potential of taxation

Abstract. The paper deals with the fundamental and methodological aspects of generation and materialization of economy potential of taxation. Generalization of the findings of the research on the problems has shown that the potential of taxation can be considered as the ultimate value of the taxation resource of the territory which can be materialized and used effectively to increase the budget receipts directed to the social and economic regional development. The potential of taxation categories have been considered after the detailed investigation; the potential structure has been analyzed. The paper is concerned with the complex examination of the potential of taxation concept. The fundamental bases of the potential of taxation determination and principle approaches and methods of its calculation have been elucidated.

Prime objects of administrative impact on labor potential of building enterprise

Abstract. The paper presents the findings of the investigation concerned with the determination of prime objects of administrative impact on the labor potential of a building enterprise. The investigation has been based on questioning having been carried out at five building enterprises of Dnepropetrovsk. The delegates of various groups of the personnel of the enterprises (top management, middle managers and junior executives, white collar workers and workers, and their proprietors) have taken part in the survey by questionnaire. Owing to the questionnaire, the present authors have revealed the prime objects of the interested parties from the point of view of management of labor potential of the building enterprises. The conformity estimation of the objects offered by the authors to the practical objects of the groups of interested parties has been also carried out. And finally, various aspects importance of labor potential formation and management of social and industrial relations has been estimated.

Innovative strategy of clusters development in road-building industry

Abstract. The paper deals with the study of the present-day state of cluster technique development in the production infrastructure of the latest materials for the road-building industry. The author has proved the proposal about the establishment of the Donetsk regional cluster the participants of which should be participants of the local authorities, business, institutional structures and scientific institutions. The paper has designated the principle components of the future economic effect from application of cluster techniques in road-building industry of the Donetsk region. Expediency of introduction of a social and economic efficiency criterion of clusters functioning in road-building industry has been sounded. The kind of the criterion is characterized by the quantitative and qualitative development indices of output and satisfaction of society needs with the results of cluster subjects operation.
