The use of inkoterms rules during the conclusion of treaty of delivery

Abstract. Contract of supply is almost always used in economic process. This is predetermined by change of economic activity guiding lines in conditions of economy globalization – orientation towards wide contacts with foreign partners, export-import operations, desire to join WTO. Changes of terms of delivery contract were about normative base of modelling of subject-matter of the treaty on basis of INCOTERMS. International Commercial terms, created by International Chamber of Commerce, regulating using of terms for domestic and foreign trade at the moment are valid in 2010 year version. These terms determine rights and liabilities of Parties of the contract towards each other and regulate risks of losses or damages of the goods as well as order of bearing the costs revealed in the process of transportation, classifying them for four separate categories (E, F, C, D). Bringing into validity of new INCOTERMS 2010 on the territory of Ukraine has some specific features, connected with peculiar properties of national legislative basis in this field.

The theoretical aspects of the crisis on the level of the enterprise

Abstract.In the article the theoretical approaches of determination of the concept “crisis” at the level of enterprise are analyzed, the types of crises are determined: strategic crisis, crisis of results of activity and crisis of liquidity. The intercommunication of internal and external factors of origin of crisis situations in organizations with their possible consequences is analyzed. There is classification of external reasons of origin of crises which can influence on development of organization with description of factors of influence and possible consequences. The article contains the logical chart of development of crisis at the level of enterprise. The phases of offensive of crisis on an enterprise on different stages of life cycle of company, which differ by essence, measures of influence, are analyzed in details. The article includes the development of measures on its overcoming, conditioned by the phases of crisis and stages of life cycle of enterprises.

Social development through improving the reforming housing and communal services

Abstract. The article deals with the contemporary state of housing and communal services of Ukraine. The direction of improving of state social development through reforming of industry of housing and communal services. The article notes that the industry of utilities requires new programming technique with the application scheme indicators. Method includes complex of law, organizational, and power financial activities which the organs of state and region power, business and citizens must take for the purpose of generation market for affordable housing and development of housing and communal services of the country. The structure of the program consists of four subroutine and several activities. First subroutine is provision of housing for residents, which the State must provide housing by the law. The second – is the housing for youth. The third is engineering preparing of territories for the construction of housing. The fourth is a modernization of housing and communal services.

Innovative aspects of set-up of effective system of agriculture and land valuation based on geographic information systems

Abstract.The article considers the innovative aspects of organizing an effective system of agriculture and land valuation based on geographic information systems. The implementation of technology assessment of agricultural lands using geographic information systems creates the basis for modeling their management, in particular the placement of crops and crop rotations, as well as to reconfigure work areas according to their technological properties. The proposed technique applies only to problems of the qualitative assessment of land used in calculating the land value. Implementation of geographic information systems – technology in the adaptive landscape farming systems in the complex and even in the form of individual elements (parallel driving along a given trajectory) can improve productivity and product quality, optimize fertilization, crop protection, harvesting operations, as well as better organize use of equipment and keep a history of using the methods and results.

The structure of management of entrepreneurial potential of the Slovak Republic the main subjects and their functions in this field are determined, the special attention is paid to the regional aspect. The role of The National Agency for Development of Small and Medium Enterprises of the Slovak Republic, as a key organization which supports SMEs in Slovakia at international, national, regional and local level via the coordination of all activities including the financial ones has been determined. Main perspectives of international experience in creating the conditions for doing business in Ukraine have been determined.

Strategic planning improvement of activity of organs of government

Abstract. Actual improving ways of strategic planning of activity of organs of government by example of regional state administration are considered in the article. Reforming of the general model of strategic planning of activity of organs of government is offered, making blocks of model are defined and considered. Necessity of introduction of department of human resources of regional state administration is proved, the department structure of staff development is determined, the main purpose of its activity is organization of strategic planning of regional state administration work as to development of human resources. The scheme of strategic planning of development of human resources of organs of government is offered. It is concluded that imperfection of process of strategic planning of organs of government activity, system of the organization of work in public service doesn’t answer modern technologies of management at organs of government and need improvement, by realization of the offered ways.

Approaches to the decision of problems the proper financing of enterprises housing and communal services

Abstract. The orientation of the system of financing of housing and communal services on irretrievable budgetary support created soil for development of consumer moods for the subjects of housing and communal services, resulted in their unwillingness and insolvency to attract investment facilities for development of enterprises and increase of their energy to efficiency. The limited nature of budgetary support of enterprises housing and communal services, from one side, stimulates financing to the search of alternative sources, from other – requires optimization of principles, criteria and mechanism of grant of state support on overcoming of the crisis phenomena. In the article advantages of the use of mechanisms of stateprivate partnership are grounded for development of enterprises of housing and communal services. Principal reasons of absence of the proper financial providing of functioning and development of housing and communal services and way of their removal are set. Forms of bringing in of private sector to development of enterprises housing and communal services are specified.

The concept of structural transformation of organizational and economic mechanism of government of the region

Abstract. In contrast to traditional approaches of coming to management decisions it becomes necessary to take into account current external factors that affect the object of control: the globalization of the market, the use of opportunities of e-commerce, changing the economic nature of market relations, etc. In this regard, the concept of organizational-economic mechanism of government of the region, that takes into account external factors more completely and the it is based on optimization approach of the unity of the administrative functions of the horizontal and vertical levels of decision-making and a focused on the development of Local Government. In the conception of regional government change the top-priority role should be given to monitoring of the stability and dynamic parameters of the socio-economic development of the region. Therefore, the proposed concept of regional government involves the widespread use of new approaches to management activity. In the system of measures of regional government change the top-priority role is given to non- one-time assessments of the results of management decisions, namely the monitoring of stability and dynamic parameters of the socio-economic development on the region.

Abstract. The tendency of employment of the foreign experience by the solution of reformation problem of the housing and communal services is discussed in the article. Offered theoretical and practical recommendations on the basis of foreign experience in relation to directions of the use of state policy at the decision of problems of reformation of housing and communal services Ukraine. The main task of reformation is creations of effective market mechanism of functioning of housing and communal services and increase of role of public authorities in the process of the housing and communal services reformation at all levels. Development directions of reforming housing and communal services is a complex scientific and practical problem, which requires scientific justification and practical application of the state management in the process of reforming of housing and communal services.

Abstract. In the article the problems of theory and practice of use of strategically analysis in process of management of organization of building complex are examined. These problems are actual for such organizations of Donbas region and for our country on the whole. They are in operation under the conditions of transformational economy, which is characterized as high level of instabilities of the environment of modern production and economic system. The analysis of published, literary sources of information on the questions of strategically analysis allows the author to generalize principles, methods and instruments of strategically analysis of organization of building complex; to suggest the improvement of terms in use and techniques of managers activity of different levels of management system of modern enterprises. These enterprises try to achieve advanced position in the market of ready-made construction product.
