Mechanisms of financially-budgetary regulation of economy of housing and communal services in the conditions of financial instability

Abstract. In article mechanisms of financially-budgetary regulation of economy of housing and communal services in the conditions of financial instability are considered. The basic terms which are used in financially-budgetary regulation are brought, the basic forms of a financially-budgetary policy of the state are defined. The analysis of a modern condition of housing and communal services is carried out and principal causes of a crisis condition of branch are defined. The basic contradictions of subjects in the formed market of housing-and-municipal services are revealed. Actions for perfection of financially-budgetary regulation in branch which provide legal and institutional transformations, formation of institute of state-private partnership, perfection of pricing and tariff regulation, optimisation of the budgetary-tax mechanism etc. are offered.

Resources of modern city: intellectual potential

Abstract.Modern human society lives in a period, characterized the huge increase of volumes of intellectual labour in all of spheres of activity, beginning from pedagogical and concluding economic. Everybody is constantly engaged in one or another labour processes, labour activity. But if there is activity, but there is not included of intellect is the regulated labour, but if an intellect is present, labour becomes an innovation, creative or intellectual. Intellectual potential of society, territories are potential (that, possibly, yet not актуализированная presently) ability of man quickly and exactly to decide difficult mental tasks. Intellectual potential is provided by the high rate of teaching new knowledges, intellectual skills and abilities. But it is necessary to take into account that high intellectual potential does not guarantee the high performance of worker without the specialized studies (or self-training in the process of work). A problem of intellectual potential in development of professional structure of city is a problem of forming of mechanism of his effective growth in modern terms. A criterion of efficiency is direction of this growth, which answers the increase of competitiveness of country, forming of economy of постиндустриального type, employment of front-rank positions in the global division of labor.

Formation mechanisms of realization of state policy in the housing

Abstract.In the article the processes of formation of housing policy in Ukraine, starting with the host country of the USSR, in post-Soviet era and after independence. The main directions of housing policy, outlines the mechanisms for their implementation, as well as the advantages and disadvantages of these mechanisms. Justify the purpose and main objectives of public policy in the housing. The estimation results of the implementation of major government programs in housing, including State programs for youth housing in the 2002–2012. Given the author’s vision-creation and organization of the fund for individual housing construction in rural areas, as well as financial and organizational mechanism of creation and implementation of state programs to create affordable housing facilities. Number of recommendations on the distribution of state budget funds by regions and cities in the financing of public policy in the housing.

Forming of modern innovative model of social development of the state

Abstract.In the article the basic ways of forming of modern innovative model of social development of the state are considered on the basis of two models of social development: European and American. The modern innovative model of social development of the state is in-process offered, which must be based on the modern system of values, which is formed the values of monogynopaedium, state, man. It underlay modern social development: state through the mechanisms of state administration social development: political, legal, organizational, economic and motivational perfects functioning of industries of social sphere. Forming of modern innovative model of social development – it one of basic ways of modernization of Ukrainian social development. Introduction of model on the levels of the state will allow to shorten poverty, fix the competitiveness of national economy through modernization of the system of education and reformation of health protection, and other industries of social sphere.

Abstract. The paper assessed the current state of housing and communal services of Ukraine. The author of the peculiarities of the economic and legal support tariforegulyuvannya for services provided by the enterprises of life support, as well as analyzed the main causes of loss of their livelihoods. The proposals for stabilization of the utilities and the development of housing and communal services of Ukraine in the current economic conditions in which the author drew attention to the need to strengthen the management of the enterprises of housing and communal services, strengthening executive discipline among the employees, the implementation of measures for the financial health of utilities , resource and energy saving, investment and innovation projects in housing and communal services.

Business processes optimization of different sectors subjects the city economy

Abstract. The formation of a market economy in Ukraine has created a fundamentally new social and economic situation which has led to certain changes in many social and economic institutions: ownership, revenue sharing arrangements, provision of basic social security, social insurance and employment incentives, economic restructuring and the formation of a market infrastructure. The basis for the harmonious development of economic relations of any country is the effective interaction between actors of different sectors of the housekeeper, as well as their compliance with the principles of social responsibility. The solution of these problems is possible with the application of this form of cross-sector economic partnership as outsourcing. In this paper we define the benefits of outsourcing to business entities, as well as positive consequences for cross-sector partnerships territorial unit. An algorithm for calculating the efficiency of outsourcing. Based on this algorithm, we have proved the usefulness of business process outsourcing construction company.

Organizational-economic mechanism of the street and road infrastructure of cities

Abstract. Social, economic and ecological problems which accompany the development of the road and street sector in large industrial cities are analyzed in the paper. There are outlined the factors which influence the reconstruction of the conveying system and the network of streets from the viewpoint of their organization and economic manageability. There are put forward measures to improve the state of the road and street sector objects by implementing a complex program of reforms in this sphere. There are given the tasks of the scheduled structure optimization and a list of technical approaches to execute the complex program. There are analyzed the sources of finance and the expected results of implementing the program of improvement of the road and street sector development mechanism.

E-governance as an aspect of the information mechanism of interaction between local government and territorial community members

Abstract. This article is dealing with the problems of information members of a community about institutions of local government and some ways how to improve e-governance. The article consist mechanisms and an infrastructure that system of interaction between local government and members of territorial community includes. The ways to inform members of territorial community and feedback channels are described in the article. There are propositions about e-governance improving to local government’s work and review of government services that can be provided by e-governance at local level in the article. The readiness of members of territorial community to using services that provides by e-governance has been analyzed in the article. The components of member’s of territorial community readiness was discovered in the article and the ways to decrease negative influence of these components was proposed.
