Theoretical basis of the effectiveness of state management of social development

Abstract. The article describes the theoretical basis of the effectiveness of state management of social development. The specificity of the concept of «government effectiveness social issues» through the model – the ratio «input – output», which describes the functioning of the political system in general and management subsystem social issues as part of it. The criteria of effectiveness through the principles of government. Principles express requirements of the objective laws of governance, their action is related to the implementation of the functions of management and encourage the initiative to control the masses. Description of the procedure evaluating the effectiveness of state management of social development, which provides an opportunity to understand how it differs from the sale of the control functions of the state. Evaluating the effectiveness of various government programs (economic, social or cultural development) is possible with the assistance of the following indicators: the index of human development indicators of the level and quality of life.

Mechanisms of state regulation of regional development: features and principles of operation

Abstract. The article presents the main factors affecting the socio-economic development of Ukraine in modern terms. The concept of regional policy, the concept and content of state regulation of regional development. The problem solved by the state using the regulation of regional development and the principles that should be based mechanisms of regulation of regional development, namely the principle of selectivity, binding, limitations necessary. The mechanisms of regulation of the Regions. Depending on what it is and how to solve problems using specific state regulation mechanism, it may be difficult (complex) and consist of the following types of mechanisms: economic, motivational, organizational, political, legal. The findings are the main areas of regional policy given that should be the formation mechanisms of state regulation of regional development to ensure sustainable socio-economic development of the region in particular and the state in general.

Foreign experience of the development of condominium as a new form of the housing and public services

Abstract. The article is about essence and organizational & legal aspects of the condominium activity as a form of Ukrainian Housing and Public Services. As the researches show, the crisis state of the housing and public services in our country is conditioned by the unsatisfactory financial state, considerable charges, insufficient development of competition environment and, as a result, high degree of wear of general funds, ineffective work of enterprises and others. Analyzing foreign experience of the condominium development, primary in the countries of the East Europe, it is possible to notice that these countries have the considerable role of associations of joint owners of apartment houses, which are noncommercial consumer organizations, uniting the proprietors of objects of the real estate or shareholders, created with the purpose of management by the complex of the real estate, providing of exploitation of this complex, domain, use and order by property. The basic features of the condominium development in Ukraine and in some developed countries of world are resulted in this research.

Abstract. The article is devoted to conceptual bases of public power organs mutual relations mechanism are considered in the process of landed resources managemen, basic attention is spared a social mechanism, perfection of which is directed on the population social activity increase in the field of guard and rational use of earths, grant of more high-quality services the population of city, on landownership and land-tenure questions. The modern state of public organs activity is investigational in the field of services grant and certainly that exactly a public (state) favour is the basic form of realization state of imperious plenary powers of executive power organs. The services quality (to effectiveness) estimation method which are given by the city management of the landed resources to the citizens and legal entities is offered. The aims of leadthrough of this estimation is: exposure of degree of population quality satisfying with services; estimation of establishments activity which give services; development of measures, directed on upgrading services; increase of activity effectiveness of organs give these services.

Abstract. This paper presents the mechanisms to improve the efficiency of maintenance of the housing stock of the city through the lens of stimulating the development of competition in the market for housing and communal services. The estimation of the EU standards to ensure a comfortable environment of citizens, a comparative assessment of the housing and communal services of Ukraine and European countries, and mechanisms of state support. In the article the regional characteristics of the functioning of utilities EU Member States, which can be adapted to domestic economic conditions management. The analysis of housing and communal services enterprises and organizations of various forms of ownership in foreign countries in order to identify opportunities for the development of competition in the market for housing and communal services in Ukraine. As a conclusion based functions of the regional authorities on the regulation of activity of the enterprises of housing and communal services and methods of influence of regional authorities in the market for housing and communal services.

Abstract. We carried out an analysis of approaches to the justification of monitoring of quality of life of citizens. Systematically identified and key performance indicators that provide the most information about the components of quality of life in the territory, excluding the possibility of positive and negative indicators of areas affecting the quality of life. Developed options to improve the efficiency of various levels of government in order to achieve balanced and sustainable development of the area and improve the quality of life of its population. Given the role of strategic and operational planning through the development of forecasts of further alternatives macroeconomic and regional development, measures to improve the management system in order to improve the quality of life in the context of sustainable development.

Strategy development, organizational_economic mechanism enhancing innovation_investment activity in Ukraine (on the example of Donbas)

Abstract. Development of the above strategies based on the use of strategic management, strategic (idealized) design, expert assessments, structural and logical, economic and mathematical modeling, and is primarily associated with the expansion of marketing opportunities and communication for development of a specific region. At the level of the Donbass, including Donetsk and Lugansk regions, it is proposed to develop an appropriate program semitselevuyu “Ukraine-Donbass-East-West-2017”, which is the structure of the system of regional development management Donbass, consistent with national innovation and investment development in Ukraine. The proposed seven strategic objectives of the Donbass region with a concrete strategies for regional development of organizational and economic mechanisms for enhancing innovation and investment.

Mechanism of assets management in the system of enterprise financial security

Abstract. The article considers theoretical and practical aspects of assets management at an enterprise. The accent on the analysis of enterprise assets is made basing on the necessity of its financial security. The author distinguishes the peculiarities of separate groups of working assets at subjects of management. The research includes suggestions concerning the management of assets which is supposed to be realized taking into consideration the main stages of managing process. Besides, the author developed the mechanism of management in the system of financial security at an enterprise, which implies resolving tasks of assets analysis, managerial strategy synthesis and current control of its implementation. Proposed mechanism is based on mathematical modelling methods and information systems implementation, that provide the increase of accuracy and objectivity and prudence of measures concerning assets management in financial security system at an enterprise.

Abstract. In the article directions of development of fiscal policy of the state are grounded on the basis of principles of construction of fiscal policy of country: principle of unity of legal bases, principle of balanced, principle of independence, principle of plenitude, principle of efficiency, principles of the having a special purpose use of budgetary facilities. Introduction of innovative approaches is offered in a management the budgetary resources of region. Regulyativnye methods due to which it is possible to provide mobilization of finansovo-kreditnykh resources for investing in the economy of region are considered, namely: introduction of innovative directions of management the budgetary resources of region; application of rational methods of the use of budgetary facilities; producing an attractive investment image of region with the purpose of bringing in of investment facilities; other methods of bringing in of capital for investing of the regional programs and projects.
