An evolution of idea of agriculture efficiency in world view consciousness of public management subjects

Abstract. The effectiveness of agriculture as a philosophical concept of governance of the agricultural sector has been analyzed. Ideological principles of governance of the agricultural sector have been considered as a system of generalized views of bodies of state power by the value of agriculture to the state, society, social groups and individuals, as well as due to these views of beliefs, ideals, principles of government influence on the development of the agricultural sector of the economy. It has been given three types of agricultural outlook: proagricultural, technocratic, post-industrial. The idea of efficiency has been considered as an integral factor and making managerial decisions in the field of agriculture. The basic approaches to understanding the performance of the agricultural sector, intrasectoral and extrasectoral factors and effectiveness of state agricultural policy. The necessity to review the content of concepts “efficiency of agriculture” and “efficiency of state management of agriculture” has been proved.

Abstract. The paper identified areas of financial relations in the system of social partnership. Formed Scorecard financial expertise of social partnership in accordance with certain areas of financial relations. Methodical approach to financial expertise of social partnership. The estimated level of change proposed indicators for trade and industry in the Donetsk region. Based on the definition of permissible changes to the optimum value calculated diameter of the «ideal» set: the company, in which all values of the corresponding normative. determine the distance of each population units from the «ideal» set. Definite state of development of social partnership in trade and industry in the Donetsk region using the method of multidimensional classification.

Selection and implementation of investment and innovation priorities of economic development utilities

Abstract.In this article the aim, objectives and national activities of investment and innovation development and management of housing and communal services (HCS), which are open to the maximum extent the existing state of long-term capacity building priorities for the region. The author offers a list of directions and tools for implementing national investment priorities for public utilities. Of program activities, which represent targets of state involvement in the innovative development of housing, are encouraged to pay special attention to the formation of the legal and procedural framework for such development. Institutional arrangements are invited to send the reform of economic relations in order to ensure effective use of available financial resources and attract private investment. The author’s assessment tool investment priorities of economic development, developed criteria for efficiency of financial and economic activities of the municipal utilities.

Strategic plan preparation in governmental autorities activities

Abstract. The article deals with basic stages of strategic plan preparation in governmental authorities activities. On the example of the regional state administration defined the organizational structure of development of the strategic plan, which is used to ensure the resistance of the process of development and implementation of the strategic plan. The strategic plan allows you to clearly formulate ways and define tools for achieving the priorities in the implementation of the strategic activities of the body of state power, allows you to fully identify and take into account the new challenges and predictable changes in the external environment of the body in the process of planning of its activities, as well as contributes to the achievement of the best result in the conditions of limited budget funds, the best way to motivate staff of the state body to achieve its objectives.

Privatization and corporatization as the basis of the corporate sector: ukrainian foreign experience and realities

Abstract. In the article the theoretical and methodological aspects of the implementation of the privatization and corporatization in Ukraine at the present stage of development of the economic system and society have been consedered. In particular, the analysis of the main schemes of privatization of former state property in eastern Europe and conducted a comparative analysis and the ability to adapt in terms of forming a national model corporatization nave been analysed. The essence of economic categories such as “privatization” and “corporatization”, the basic stages of privatization and the proposed architectural approach to periodization of the privatization process in Ukraine have been given. The main problems of the corporate sector of the national economy in a dynamic environment have been given. In addition, the proposed basic guidelines for the formation and development of national corporate sector, including the privatization of state property in Groups A, E, F and G have been suggested

Abstract. Heavy industry is the leading sector of Ukrainian national economy. Traditionally the heavy industry ensures Gross Domestic Product. Heavy industry was always the basis of economic stability and power of the State. However, in terms of the world financial and economic crisis the heavy industry of Ukraine considerably suffered. Production was reduced. Prices fell down in several times. Enterprises of the heavy industry face the absence of orders and necessity to reduce prices. The state help and restructuring of production are actual ways out of the crisis for old industrial regions of Ukraine.

Abstract.It is considered the process of development the democratic society in Ukraine as well as effective solving the problem of correlation the political management and public administration in Ukraine. In modern conditions of social transformation the priority role of the leaders should be emphasized. Political events in Ukraine revealed a number of problems, including, in particular, the need to create a clear theory of state-building and training for the construction of a new democratic Ukraine, which is unlikely without the formation of new political elite, without solving the problem of adequate political leadership. This problem occurs only in conditions of existence the political power, guaranteed minimum of civil and political rights and freedoms. Therefore it is important for the formation and development of a democratic society in Ukraine the formation of an active, creative, free personality, able to work independently, mobilizing the necessary resources to achieve its goals, ready to bear responsibility for the results of their actions.

Abstract. In the article the institutional mechanism of realization of public policy is considered in the field of health protection. It is certain that realization of policy of health protection is conducted by the central and local organs of executive power, local self-government, organs of management the health protection of a particular branch jurisdiction, establishments of health protection, and citizens which must show an anxiety about the health and health of the children, to execute the requirements of current legislation about a health protection. Directions realization of public policy are offered in area of health protection, namely: lead through of the gone into detail analysis of the state of the skilled providing of establishments of health protection of all patterns of ownership; to develop the regional programs of preparation of medical workers for establishments of health protection, wider to use the system of the having a special purpose training of personnel here; creation of the system of motivation to high-quality work.

Abstract. The instrument of implementation of social function of the state is considered in the article. In opinion of author it is managements. It is certain that social management it is an attribute of civil life, which is expressed in signs, certain general lines, inherent a management as scientific category, and also features of organization of civil life. It is certain that state administration is practical, organizing and regulative influence of the state on the public vital functions of people with the purpose of its organization, maintenance or transformation, by power. It is in-process well-proven that the whole complex of functions executes state administration social development, namely: prognostication, planning, organization, general guidance, operative order and interference, adjusting, account and control, verification of implementation.

Consequences of reformation of the domestic system of the pension providing

Abstract. The consequences of reformation of the domestic system of the pension providing are examined in the article. It testifies to considerable differentiation of approaches in relation to the grant of the assured profit the disabled population after completion of his labour activity. And also to protecting of this profit from further reduction of absolute and relative standard of living, which results in a social injustice. Modern tendencies provide for in the field of change and reformation of the state pension systems: increase of retirement age; grants possibility of the diversifyed investing of existent having a special purpose funds; change of base for the extra charge of size a pension (for example, increase of insurance experience which is taken into account at the calculation of pension). It is in-process underlined that creation of favourable environment for providing of proof and just socio-economic development possibly only at an effective public management, which affects such mechanisms of functioning societies at which equality of possibilities and social and economic justice is guaranteed for all layers of population.
