Financial strength is a key to financial sustainability of the economic system

Abstract. The questions of meaning and essence of the financial self-sufficiency of the economic system have been considered. A comparative analysis of the nature concepts of «balance», «self-sufficiency», «self- sufficiency» has been done. The author’s definition of financial selfsufficiency of the economic system has been suggested. The theoretical study of the constituent elements of financial self-sufficiency has been carried out, the place and role of the financial capacity of the economic system have been determined and its components have been formulated and their detailed characterization has been given. An equation of financial selfsufficiency of the economic system has been formulated, a detailed transcript of the components of the equation has been given and the each part of the equations has been analysed. The estimation basis for the formation and functioning of the financial sustainability of the equation has been given. The proposed approach of the formation of the financial capacity of the region has been used while the evaluation of a financial potencial in Donetsk region. The analytical study of the financial capacity of the Donetsk region, using official statistics has been carried out.

Abstract. In article some important legal and organizational and methodical aspects of a problem of formation of programs of social development of territories of Ukraine are considered. It is noted that the success of realization of social programming is considerably caused by how its purposes and tasks are economically proved and subordinated to strict rules of law. It is recommended to make use of the all-European experience of legal regulation of system of local government and social programming of development of the cities at formation of programs of social development.

Abstract. The article deals with the theoretical and practical aspects of land management and real estate community property by the example of Donetsk. Due to the need for efficient use and management of land and real estate community property as the main source of replenishment of local budgets. The composition of the local budget revenues from the use of communal land and real estate, and especially their evaluation. The state and problems of land management and real estate based on the structure of local revenues. The recommendations for more efficient use of public land and urban real estate sector by adopting and implementing solutions based on analysis and evaluation.

Abstract. The article has determined the role of resources in the effective operation and development of local self-government, studied modern approaches to the definition of local resources, and a classification of local government resources. The role of local government resources in the efficient functioning of local government has been determined. Definition of “local resources” and “resources of local government” has been suggested. The requirements of the local government resources development have been summarized in the article. The actual problems of formation of development resources have been uncovered and the ways of improving the effectiveness of local government through rational development of local resources have been suggested.

Increase of efficiency of acceptance of administrative decisions at productive level

Abstract. In the article the questions of increase of efficiency of acceptance of administrative decisions at productive level have been considered. The variety of forms and going to the realization of processes of making decision causes a necessity for their systematization and selection of sets of methods that as good as possible would decide the put specific tasks in the conditions of existent temporal and resource limitations. Hereupon acceptance of optimal administrative decisions on building enterprises it is expedient to carry out with the use of scientific methods, reflecting the specific of activity of enterprises. Exactly in these terms on front-rank positions the problem of development of integral mechanism of acceptance of administrative decisions goes out on an enterprise, principles of situatioonal approach are fixed in basis of that. Before the leaders of domestic enterprises there is a problem of ground and choice of administrative decisions on adjustment of their activity taking into account nascent changes in an economic situation. Absence of adequate scientific methods of preparation and acceptance of administrative decisions on building enterprises for liquidation of displays of problem situations can result in the row of extremely negative consequences as a result of change of operating and development of enterprises conditions.

Current state of the foreign markets of residential real estate

Abstract. IIn article the main tendencies of development of the foreign markets of residential real estate in modern economic conditions are considered. The author on the basis of carrying out the state-of-the-art review of parameters of development of the American, European and Asian markets of residential real estate, defined the key factors forming an environment of the foreign markets of housing and influence investment activity. Research showed that the foreign markets of housing develop very unevenly and don’t submit to action of all-economic laws, it is difficult to foresee and establish behavior of investors certain regularities. The main directions promoting increase of efficiency of functioning of the foreign markets of residential real estate in the conditions of gradually exit from financial crisis are offered.

Perfection of management innovative development of enterprises of a build industry

Abstract. In the article a management is considered by innovative development of enterprise, as one of major component parts of economic development. Innovative development of building enterprises is presented from the point of view of organizationally-administrative aspects. Basic tasks are certain in the process of realization of innovative policy of building enterprise. The followings tasks decide in the process of realization of this policy: increase of efficiency of process of making a decision through optimization of administrative-technical aspects, in particular development and effective studies of skilled personnel; realization of policy of enterprise – in particular, question of procurement character; improvement of management the turn of documents and office work; increase of failsafety engineering and financial preproduction. In terms which was folded, the value of organizationally administrative aspects, directed on the effective providing of complex realization of innovative activity grows in the question of management innovative development of a build enterprise. It is stipulated a general, that the dynamics of innovative development of build enterprises in a great deal depends on organization of effective forms of co-operation of the state, business and science, and also of communication connections which come forward the subjects of process of development.

Principles of forming of marketing conception of management development of building complex of the state

Abstract. In the article author considered marketing principles of management of country a building complex. It is well-proven that satisfaction of necessities of citizens and providing of implementation of socio-economic function of marketing, must underlie acceptance of administrative decisions in relation to development of building complex. An author grounds, that the marketing system of orientation of building complex in market conditions must present by a soba all-round study by the corresponding public organs of environment, determination in him of place of complex, requirements of consumers to the volumes, quality, cost of products and services. Basic principles of marketing adaptive control, essence of that consists in providing of intercommunication of building complex with an environment that changes constantly, are certain. Certainly, that marketing adaptive control comes forward as a process of realization of the complex system of measures and actions in relation to providing of mutual concordance and achievement of aims of all participants of administrative process in the conditions of unstable environment. Semantic marketing adaptive custom controls, basic from that is the informative marketing, internal marketing, innovative marketing and interactive marketing, are offered. With the aim of realization of the marketing adaptive going near a management a building complex an author suggests to use adaptive organic organizational structure.

Methodological approaches to determining the optimal form of public-private partnership in the enterprises of housing and communal services

Abstract. The article considers the main problems of the current state of housing and communal services of Ukraine and possible solutions. Found that the most difficult moments of functioning of the industry is the lack of market mechanism and investment funds for stabilization and further development. Consequently, the proposed use of a strategic alliance between the enterprises and the private sector in the form of public-private partnership is considered domestic features of its implementation, the key objectives and possible outcomes. Found that due to the underdevelopment of public-private partnership is an important task to determine its appropriate characteristics, in particular, on the choice of possible objects and forms of cooperation. The result is a study of the theoretical and methodological aspects of the choice of the form of public-private partnership in accordance with the current state of the object of possible cooperation. An index rating assessment, including technical, economic and financial criteria that characterize the state enterprises.

Abstract. The article describes the main challenges of staffing social development of the state and the basic ways of solving this problem. The paper found that the public authorities have their own specificity, which is that, as a result of their work to make different decisions that relate to different areas of activity – it’s political, economic, social, inter-state, environmental and others. Often these decisions are made by the information form (laws, regulations, orders, inquiries, etc.). The main directions of improving the staffing of social development are: the establishment of a national human resource management system and its components, focused on the priorities of social development, the development and introduction of monitoring of social development; detenizatsii labor market, improving the recruitment, development of technology investment in human capital, improving the existing system of professional training in the field of state management of social development, the introduction of modern methods, principles and mechanisms of human resource management in the national system of personnel management.
