Regulatory and Legal Support of Risk Management

Abstract. In a dynamically changing external environment, any field of activity is influenced by a number of unfavorable factors, which leads to a deterioration in the economic, financial and social condition of the organization. Therefore, in conditions of financial and economic instability, one of the important tasks of an organization’s financial and economic policy is effective risk management, thanks to which certain processes are implemented to identify potential risks, assess them, and make important management decisions in order to minimize the consequences of risk situations. In foreign and Russian practice there are problems that hinder the implementation of this goal. In this regard, it is advisable to consider risk management in different countries and introduce the most appropriate and effective strategy into the economy of the Donetsk People’s Republic as a subject of the Russian Federation.

Regional Priorities of the Transformation of the Housing Management System

Abstract. In the context of the constantly changing internal and external environment of the regional economic system and the emergence of new diverse needs of the regions, the formation of priorities and factors affecting the management of regional resources, the competition of regions for resources, the study of the transformation of the housing management system becomes critically important. The research in this article is aimed at studying the key aspects of the transformation of the housing management system at the regional level. A comprehensive approach to housing stock management is considered, aimed at improving housing affordability, the quality of housing services provided and creating a competitive environment in the field of housing stock management. The transformational practices of adapting the housing stock management system to new challenges and opportunities, improving the quality of services and developing the real estate management system at the regional level are determined. The study provides an understanding of the importance of the transformation of the housing sector and its impact on the social welfare and economic development of the region. The results of the article can serve as a basis for the development of a reform policy in the field of housing construction and housing stock management.

Accounting of Social Efficiency of Personnel Management in the Field of Housing and Communal Economy

Abstract. In modern conditions, housing and communal services are one of the most important sectors of the country’s economy. The article examines the accounting of social efficiency of personnel management in the field of housing and communal services in modern conditions. The importance of housing and communal services is determined by the fact that this area of the modern economy has a significant impact on the social situation in the country and is one of the largest consumers of fuel and energy resources. The analysis of various approaches allows us to determine the features of the social efficiency of personnel management in the field of housing and communal services as a special area of management activity. Possible ways to improve personnel management in the housing and communal services sector have been identified, which involve active interaction between employers and government agencies.

Implementation of a Controlling System at Housing and Utilities Enterprises in the Conditions of Digitization

Abstract. The need to update the housing stock and improve the territories for the comfort of residents is a very significant factor that pushes the state to change the policy of housing and communal services. In the housing and utilities sector, innovative technologies penetrate much more slowly than, for example, in telecommunications or in the banking sector. This is due to the resource shortage that characterizes the current state of industry enterprises, which makes housing and communal services less attractive for innovation, but the need for digitalization of business processes is so high that these issues are considered at all levels of management. In this regard, there is a need to introduce new effective management tools and methods into the activities of industry enterprises that can improve the efficiency of making and implementing management decisions. The article substantiates the relevance of introducing a controlling system into the activities of housing and communal services enterprises as a tool for information and analytical support of the management process.

Increasing the Efficiency of Construction Waste Recycling in the Context of Transition to a Circular Economy

Abstract. The problem of accumulation of various types of waste is extremely relevant at the present time. The lack of effective organizational and economic mechanisms for the disposal of household, industrial, construction and other types of waste leads to environmental pollution and a decrease in the quality of life of the population. Under the current conditions, the existing «garbage» problem can be solved by implementing the principles of a circular economy. The article presents the classification of construction waste; the main economic benefits from their recycling are formulated. The need to use an integrated approach to construction waste management, including measures to reduce the amount of waste, starting with sorting directly at the construction site, is substantiated. The main options for processing construction waste in the context of the formation of a circular economy are systematized.

State Youth Policy: the Emergence and Development of the Concep

Abstract. In the modern world, the issue of the development of youth policy has taken a leading position in the field of public administration. Politicians have clearly defined that youth is the basis of the future state, therefore, mechanisms aimed at creating conditions for the self-realization of young people, the development of cultural and educational spheres, improving the quality of working conditions, obtaining social benefits, as well as organizing leisure activities for young people are being introduced on an ongoing basis, acquiring new, more advanced forms. An important place in the development of youth policy is given to educational organizations of higher education, whose tasks are to form not only a future specialist and professional, but also a socially responsible person with high moral, ethical and patriotic views.In this regard, the article is devoted to the study of the essence of the concept of «youth policy» and the formation and development of this phenomenon on the territory of the post-soviet space.
