Theoretical and Methodological Approaches to Carrying out Capital Repairs of Apartment Buildings

Abstract. The article reveals the main problems that reduce the efficiency of major repairs in apartment buildings in modern conditions. The technical condition of apartment buildings indicates significant deterioration of the housing stock, which requires the development of measures to improve the financing system, organization and carrying out major repairs. The article considers the legislative and methodological framework governing the overhaul of an apartment building and the stages of its implementation. The process of reforming the capital repair system has been studied, which allowed the owners of apartment buildings to independently choose the method of forming the capital repair fund. The paper presents measures of state and municipal support for capital repairs within the framework of the implementation of regional capital repair programs. The necessity of further reforming the system of capital repairs of apartment buildings to increase social and economic efficiency is substantiated.

Program and Design Approach as a Tool for Effective Real Estate Management in the Region

Abstract. The presented research is devoted to the development of real estate management tools in the context of ensuring the growth and development of the regional socio-economic system. Based on a generalization of existing approaches to ensuring regional development, a thesis has been formed on the need to use a combined program and project approach in relation to growth factors reflected in program documents at the appropriate level. Based on a study of existing strategic program documents of the Russian Federation, a conclusion was drawn about the inclusion of real estate in the key descriptors of national and regional socio-economic development programs. An approach to improving program management at the state and regional level through the introduction of elements of project management is outlined. Using the example of regional programs for the restoration and development of the economy and social sphere of cities and regions of the Donetsk People’s Republic, the implementation of a program-project approach as a tool for effective management of real estate in the region was tested, and the advantages of such interaction were established.

Controlling as a Tool of the State’s Regulatory Policy in Construction and Housing and Communal Services

Abstract. The constant improvement of the state’s regulatory policy in construction and housing and communal services is of great importance to ensure the effective functioning of these industries. Regulation of construction activities and housing and communal services makes it possible to monitor the quality of construction, ensure the safety of residential and public buildings, and protect the rights and interests of citizens. In addition, improving regulatory policy helps to increase the efficiency of resource use, reduce corruption risks, develop competition and stimulate innovation in the industry. Thus, the importance of improving regulatory policy in construction and housing and communal services lies in ensuring the sustainable development of these industries and ensuring the well-being of citizens. In this regard, the article is devoted to studying the essence of the concept of «regulatory policy», its implementation features in the construction and housing and communal services industries, as well as the study of controlling as an effective tool of state regulatory policy in these industries.

Features of Innovation Technologies and Digitization of Business Processes in the Construction Industry

Abstract. The construction industry has at all times been the main direction in the development of any civilization. Information technologies in construction make it possible to work with an array of data, effectively manage construction, increase profits and reduce construction time. Modern trends in the development of scientific potential, at the stages of transition to the industrial revolution, necessitate the introduction of advanced technologies and management methods in construction and housing and communal services, combining digital technologies, in the development of effective management solutions that can expand the capabilities of personnel, maximize efficiency, and ensure reaching a new competitive level for the construction industry. The introduction of digital technologies is a complex scientific and technical task in which numerous organizational and technical solutions intersect; this requires from various technological areas the development of innovative models, methods and tools, the creation of new forms and ways of organizing production structures, and proves the need for a scientific substantiation of the quality of the designed production systems in construction and housing and communal services in general.

Analytical Support for Assessing the Economic Efficiency of Design solutions in Construction

Abstract. The article substantiates the need for appropriate analytical support for assessing the economic efficiency of design decisions in construction, and formulates the role of project financing in the construction production system. It is noted that project financing is considered as a tool for implementing long-term investment projects aimed at modernizing and developing the production base of the Russian economy. It was revealed that the methodological support for the selection of investment projects is based on the concept of project financing, considered as a method of attracting long-term debt financing for large projects through «financial engineering», based on a loan against the cash flow created only by the project itself; it depends on a detailed assessment of the project’s creation, operational and revenue risks and their allocation among investors, lenders and other participants based on contracts and other contractual agreements.

Features of the Life Cycle of Investment and Construction Projects and Real Estate Objects: Theory and Practice Analysis

Abstract. Issues related to the specifics of the implementation of investment and construction projects, a portfolio of projects, programs and real estate objects are considered. The concepts of investment and construction project, portfolio of projects, programs have been clarified. The features of investment and construction projects in comparison with other projects are shown. The contents of the phases and stages of the life cycle of investment and construction projects, a portfolio of projects, programs, and real estate objects are disclosed. The functions of the life cycle of investment and construction projects are outlined. The necessity of engineering of investment and construction projects and real estate objects is substantiated. The concept of life cycle engineering of a real estate object involves a comparison of the life cycle of a real estate object and the life cycles of a product, technology, equipment, permanent and variable environment. The features of life cycle management at each phase have been clarified. The ability to manage the life cycle of investment and construction projects and real estate objects is an important competitive advantage. Life cycle analysis is a central issue in the general methodology of project and real estate management.
