Regional Aspects of Digital Real Estate Accounting Software

Abstract. The article studies the issues of digital provision of real estate accounting in the Donetsk People’s Republic at the present stage of development. Based on the definition of goals and objects of research, a methodical approach to assessing the readiness of the regional system for the processes of digitalization of real estate accounting is proposed. In particular, an algorithmic approach to evaluation procedures is outlined, key indicators (indices) of analyzes developed taking into account international practices and domestic conditions are identified, a mathematical research apparatus is proposed, and basic sources of analytical information are outlined. Based on the analysis of the current situation, a list of recommendations has been formulated to improve the process of digital provision of real estate accounting, which should be taken into account in the formation of the information society as a whole, and the development of electronic document management in the process of real estate accounting at the regional level in perspective periods.

Methodology of Technical and Economic Assessment of Rational Application of Structures in Industrial Buildings and Constructions

Abstract. In connection with the development of the theory of economic efficiency, as well as the implementation of a set of works on the feasibility study of the area of rational use of prefabricated and monolithic reinforced concrete, steel and wooden structures in industrial and transport construction, it became necessary to continuously improve methods for evaluating design solutions in relation to industrial buildings and structures. Options (complexes of structures or individual structures) should be selected based on a comparison of the technical and economic indicators for the proposed solutions with the indicators of the best progressive solutions used in the given construction area or provided for in the projects. When identifying the area of rational application of structures made of different materials for comparison, it is recommended to choose, as a rule, standard design solutions. In order to identify reserves for increasing the economic efficiency of prefabricated reinforced concrete, steel, wooden and other structures, in addition to standard ones, promising solutions should also be considered (for example, for steel structures – the use of high-strength steel, for reinforced concrete constructions – the use of high-strength concrete, for wooden structures – the use of plywood, wood, etc.).

Development of the Information Society in Modern Conditions

Abstract. Now a difficult situation has arisen in the world when humanity has accumulated a huge information potential, but cannot fully use it. The rapid growth of information flows began to be especially felt in the middle of the 20th century, when information appears in a new flow every day. It became more and more difficult to navigate, the person felt his own impotence to perceive the information in full. Under certain conditions, it has become more profitable to create new material or intellectual products than to find previously created ones. The information crisis has forced the current society to look for ways out of this situation. The introduction of modern means of creating, processing and transmitting information to various spheres of life marked the beginning of a new evolutionary process, which is called informatization. The process of development of the information society, the informatization of all its spheres is a rather urgent problem. That is why the study of the problems of formation of patterns of development of information resources and their further implementation will greatly facilitate all spheres of human activity.

Engineering of Investment and Energy Saving Projects of Public Thermal Power Industry

Abstract. The article discusses the features of the engineering system in the field of resource conservation at municipal heat power enterprises, the theoretical foundations of improving the methodological basis for obtaining estimates of the economic efficiency of energy-saving projects, the essence, goals and objectives of energy engineering are clarified. The necessity of applying economic models of energy-saving measures in assessing the economic efficiency of investment projects is substantiated. Due to the fact that currently investing is carried out in conditions characterized by dynamism, risks and uncertainty, the content of the process of forming the investment strategy of the enterprise has changed significantly and requires periodic adjustments taking into account changing external conditions and new growth opportunities of the enterprise. Conducting a comprehensive analysis of the economic activities of municipal heat power enterprises should take into account the expected return on investment, taking into account the expected savings in resources. The proposed approach of the engineering system using computational models provides a reduction in the cost of time and labor resources in assessing the economic efficiency of energy-saving projects. The models presented in the article reflect stable cause-and-effect relationships in the economic environment that are formed during the implementation of energy-saving measures, and correspond to the developed classification of energy-saving measures. The use of such models will improve the quality of estimates, simplify and partially form strategic alternatives and calculation models of cash flows of energy-saving projects.

Features of Land as a Subject of Assessment

Abstract. The article analyzes various approaches regarding the content of the concepts of «land», «land» as an objects of market relations. The physical, legal, economic and social features of land plots as objects of assessment are analyzed and systematized. The categories of lands according to the main purpose are considered. The main components of the land plot are identified. The fundamental factors influencing the prices of land plots are indicated. The influence of the properties and characteristics of land plots on the use of various approaches to determining their average market value is shown. On the basis of analytical data, the average market price for land plots by regions and districts of the Russian Federation was analyzed. The price range is summarized, due to various factors and features of land plots. The importance of spatial information systems in determining the market value of land is shown.
